It is essential that all Missouri voters have the opportunity to fully review and understand the ramifications of this Amendment. The Missouri Constitution is the controlling legal authority over all forms of state and local law. The Missouri General Assembly cannot pass a bill that alters or bypasses the words of the Constitution. The General Assembly is proposing a repeal of Section 36 of Article I of the Constitution and adopting the new language above.
